China Electric Power Planning and Engineering Institute (EPPEI) is a high-end consulting institution with 70 years of proven track record. EPPEI has about 300 analysts and engineers with expertise ranging from conventional energy to renewable energy, in which 140 have Ph.D. degrees and 240 have senior professional titles.

Based on extensive experiences in strategic studies and a profound understanding of the energy field, EPPEI assists policymakers to translate long-term energy targets into concrete policies and actionable plans. In recent years, EPPEI has completed a number of important policy and planning studies. China’s Five-Year-Plan for the electricity sector and power market reform are among the most notable ones.

EPPEI also helps enterprises and financial institutions to keep track of new opportunities in the evolving energy landscape. With a strong engineering background and a high-caliber expert team, EPPEI has presided over the engineering and implementation of many flagship projects in China, including many West-to-East electricity transmission corridors, multi-GW hybrid clean energy bases, and the world’s largest hybrid HVDC transmission projects.

EPPEI attaches great importance to the collaboration and cooperation with international partners. EPPEI is the IEA China Liaison Office, acting as the focal point for the cooperation between IEA and the Chinese government and enterprises. With a full-fledged capability of modeling and power system analysis, EPPEI has helped several Southeast Asian countries to formulate their plans for clean energy development and cross-border interconnections. EPPEI also maintains a long-term collaboration with UN-ESCAP, GIZ, and the Danish Energy Agency.

Main Business

As a state-level high-end consulting institution, EPPEI provides services to government departments, financial institutions, power and related enterprises. Its services include researches on power industry development strategy, industrial policy, development planning, new power technology, as well as review, evaluation and consultation of power engineering projects, and scientific research standardization. It is eligible for the evaluation of power engineering projects identified by the State Development and Reform Commission.
