On April 22, 2025, the China Electric Power Planning & Engineering Institute (EPPEI) signed a Memorandum of Understanding (MoU) with the Ministry of Energy of Azerbaijan regarding renewable energy development and power system planning. Under the MoU, the Ministry of Energy has designated EPPEI as the lead entity responsible for implementing Azerbaijan’s renewable energy and power system planning research (for the period of 2028 and beyond).

According to the terms of the MoU, EPPEI will undertake the planning research for Azerbaijan’s renewable energy and power systems. The collaboration will focus on practical cooperation in areas such as new energy grid connection standards and regulatory mechanisms, long-distance high-capacity transmission technologies, power system automation and dispatching, grid-forming technologies, as well as large-scale energy storage and hydrogen technologies. The collaboration aims to jointly advance Azerbaijan’s energy transition objectives and ensure the implementation of related plans.
The signing ceremony was attended by Mr. Parviz Shahbazov, Minister of Energy of Azerbaijan.
