On November 14, 2025, the South African Department of Electricity and Energy (DEE) officially released the Technical Review of South Africa Integrated Resource Plan (IRP), prepared by the China Electric Power Planning & Engineering Institute (EPPEI). DEE published the research document on its website and listed it as an official expansion to the Integrated Resource Plan 2025 (IRP 2025).

The IRP 2025 is South Africa’s latest national electricity development plan, approved by the government on October 28, 2025. EPPEI was the only international consulting institution invited to conduct a peer review. In the acknowledgments section of the IRP, the South African government extended special appreciation to EPPEI for reviewing planning data, modeling methodology, and draft reports, as well as providing key findings and recommendations informed by China’s experience. Prior to this, the Department had formally commended EPPEI for its technical depth, analytical rigor, and constructive recommendations.

The published report provides a systematic and comprehensive analysis of the power capacity planning under IRP 2025, covering planning models and methodology, key inputs and assumptions, evaluation of planning outcomes, and independent analysis. It also offers actionable recommendations. To ensure a scientific, objective and impartial review, EPPEI conducted extensive model validation, data analysis, and independent simulations. Over 20 thematic workshops were held with the South African counterparts.
Leveraging the strategic trust established through a memorandum of understanding (MoU) with South African National Energy Development Institute (SANEDI), and with coordination support from the China Energy International Group’s regional headquarters in Southern Africa, EPPEI also engaged in broad technical exchanges and consultations with the Department of Electricity and Energy, power utilities, research institutes, and other stakeholders in South Africa, earning high recognition from all parties involved.
