On October 23, 2024, the Third Belt and Road Energy Ministerial Conference was successfully held in Qingdao, Shandong Province.
During the conference, the Belt and Road Energy Cooperation Partnership (BREP) Secretariat Office was officially established. Zhang Jianhua, administrator of the National Energy Administration (NEA), assigned the China Electric Power Planning & Engineering Institute (EPPEI) to operate the Office, on behalf of the partnership. This move marks a new chapter in the institutionalized and standardized operation of Belt and Road energy cooperation and advances mechanism-building of the Partnership. Hu Ming, President of EPPEI, stated that under the guidance of the NEA and with the strong support of all parties, EPPEI will operate this platform to high standards and quality, continuously enhancing BREP’s influence in global energy governance.
During the Achievement Release Ceremony, Hu Ming released the Blue Paper on Power System Green Transition in Developing Countries, the world’s first specialized think-tank report on power system transitions in developing countries. The report systematically reviews the power development status of over 100 developing countries, establishes an evaluation system for power system transformation indicators, and proposes a comprehensive toolkit covering technology, policy, and finance, aiming to provide effective pathways for the green transition of power systems in developing countries.
The conference also released the “Small yet Smart” Best Practices in International Energy Cooperation. The Research on Uzbekistan’s Power Development Plan, completed by EPPEI, was recognized as a best practice in the “Soft Power” category. In 2023, EPPEI had successfully delivered this research, which was adopted by the Uzbek government as the national power development strategy towards 2030. Building on this success, EPPEI established a company named the Silk Road Energy Planning and Engineering in Uzbekistan, China’s first overseas energy planning and engineering institute.
